Auto-detects DNS server (BIND vs dnsmasq) and generates appropriate
blocklist format:
- BIND: Response Policy Zone (RPZ) with NXDOMAIN responses
- dnsmasq: addn-hosts sinkhole file (existing)

The handler was looking for dns-guard.detector_${det}.enabled but
