Add Jingle VoIP, SMS Relay, and Voicemail Notifications sections to
the Jabber overview.js. Expose 9 new RPC methods in api.js for VoIP
control. Also includes remaining VoIP package updates (dialer view,
asterisk-config.sh) from previous session.
