fix(mitmproxy): Use mitmproxy 8.1.1 - last pure Python version

- mitmproxy 9.x requires mitmproxy-wireguard (Rust)
- mitmproxy 10.x requires mitmproxy_rs (Rust)
- mitmproxy 8.1.1 is the last version without any Rust dependencies

Bump release to r3.
