feat(ci): Update C3Box preseed for devel/beta test config

- LAN IP changed to 192.168.200.1 (test subnet)
- WAN (br-wan) configured as DHCP client
- Updated banner, docs, and release notes with new IP
- Ready for SecuBox devel beta testing
